Innovations for a Growing Urban Population

An article worth reading from BBC describes the developments Romans made to handle urban sprawl: Are modern blocks of flats modelled on Roman insulae?. Cities grew at harbor/ports because of the need for food and other supplies, much as you would find cities of the industrial era centered at railroad stops. They also needed fresh water, which led to its own series of Roman technological improvements.
Apartment living tended to go upward, with shops on the ground floor and chamber pots dousing passersby on the streets below. Fires were another danger of the high-rises and led to the development of fire departments; the other general dangers under a budding police force.
